   We can rate Vorobchukov to people whom they call "self-made man" in the West. He has success and experience in the sphere of agriculture. He restore to life the largest "Karbychevskaya" Supplies Base in Siberia. He is the head of Omsk Agriculture Movement in his native land.
   - Sergei Anatolievich, it's very good that a competent member in the sphere of agriculture appeared in the State Duma. It's a pity that there are no enough people of the kind in the country legislative body.
   - I wouldn't state that there are no member-agrarians in the State Duma. There are well-known and authoritative persons. But the point is not the number, but their aiming at serious work. I consider that there are many members who realize that Russia need new agriculture policy and try to do their best to provide the country agriculture revival at the level of legislature. So it seems necessary to set up of intergroup in the State Duma as the unifacation of different political platforms supporters on the base of mutual interests which is the call of the times.
    The main aim of the members-agrarians is to pass the law "On development of agriculture and food products market in the RF" which we are discussing in the nearest future. It is the document of great importance as it changes cardinally the relations of the state and rural commodity producer. I am the Deputy Chief of the State Duma Agriculture Committee and we discussed this document several times both in the State Duma and in regions.
   There are many suggestions and criticism.
   - We are working actively despite the fact that it is not always visible for a detached observer: scholars, operatives and government members are consulting us.
   - The president in his Message to the Federal Council mentioned nothing of agriculture development. Doesn't it mean that the higher authority consider that there are no problems in the countryside?
   - The achieving of the President's goal of GDP doubling is necessary to achieve by means of breakthroughin agriculture. But who provides cherished breakthrough and what are the resources? The formation stable and competitive agriculture is impossible without conditions necessary - mainly for those who sow, plough and breed life stock... So our agriculture needs powerful and reliable legislature support - you may call it civilized lobby. It's a world practice. One can't run agriculture in the country without distinct state protectionism.
   So, budget distribution mechanism must act in such a way to give money, first of all, to those who manufacture food products.
   I suppose that the global idea of the Message was not to enumerate industries, which are important for this breakthrough,but to define economic increase strategy, call key tasks. The solution of these problems makes it possible for Russia to become one of the leading European countries. All his statements show that he realized the importance of agriculture state support. It'll provide the formation of stable and competitive country agriculture.
   - Do you always achieve your goals?
   - Frankly speaking, when you work for result in most cases you don't think how people call it: "success", " fortune" or "purposeful and effective activity". Success is not an absolute notion. The situation is like that in sport - at running track or tennis court. Everyone defines his own lath (slat) and the extent of his win or failure. Recently I've participated the Duma tennis tournament( I've gone in for lawn tennis for six months already and in this situation participation was the main thing for me in spite of the fact that I've lost skilled tennis players who were more experienced (my game partners were Oleg Kovalev, Regulation Committee Chief, Alexandra Burataeva) And honorary "six" prize - is success for me. The same is in the sphere of production.
   The result, as a rule,corresponds to the efforts - intellectual, emotional, physical- you've put into it. Then somebody will call it "success". To my mind, the formula for success is simple and applicable to any sphere of life: try doing your best, be perfect - and it will be sense.
   - What is the state of affairs at "Karbyshevskaya" supplies base which you've devoted to many years of intensive work.
    We think we've chosen right strategy - qualitative services for agrarians. More than 5 years ago we launched a chain of subsidiaries development. Countrymen didn't have the slightest (foggiest) idea how to buy machinery and without exhausting visits to the city. I consider that we can regard "Karbyshevskoe" limited stock company subsidiaries setting up in all regional districts as one of our achievements.
   We can refer to them the fact that authorities trusted "Karbyshevskoe" to be Federal leasing programme.
   Good reputation of our enterprise became one of the forcible arguments in 2003 elections: my meetings with voters showed that real actions persuade people. The traditions of "Karbyshevskoe" workers in the sphere of production, in social programmes for countrymen are well-known. No PR can change concrete actions, business relations, reliable partnership with agrarians.
    - Tell us please in details about coming Siberian "Agro-Omsk" Agro-industrial Fair.
    - The idea of the fair organization occured not accidentally. The tradition of governor's food products fairs in Omsk region give countrymen an opportunity to sell food products without any intermediaries. So it occured to me to organize agriculture machinery fair. My experience proved that if you do something, try to be perfect and it leads you to unexpected but strategically important steps.
    The situation is the same with "Agro-Omsk". It exists the opinion that the aim of any supplies enterprise is profit. Nobody believes that we are not interested in profit. But it's important that we get it not by means of margins - it's the simpliest way. Our principle is to supply qualitative spares at reasonable prices. The fair is one of this policy means. Plants members which -manufacture machinery face with customers - farms members, farmers, landowners, gardeners - and offer their production at plant prices.
    What do we have? Confidence and authority. They are our considerable dividents which are more important than financial component. The Siberian Agrotechnical Fair "Agro-Omsk -2004 will place in a new place - a birch grove at the territory of the oldest higher educational establishment - Omsk Agriculture University. Since early summer they've been preparing the fair. It opens July, 23 and lasts for a week. According to organizers 30 thosand persons will be the participants. The agenda includes: meetings, round table conferemces, seminars on acute agriculture problems.
Gordeev, the Minister of Agriculture, leading experts of the Ministry, "Rosagroleasing", "Rosselhozbank", agrarians from Siberia and the Ural region. We are planning to establish study and scientific centre in the territory of the fair. Students and farm experts will study up-to-date intensive technologies of agriculture.
    We are dreaming of the fair to be year-round, annual. The governor Leonid Konstantinovich Polezhaev at the opening ceremony supported the idea eagerly and we enjoy with warm approval of his at the period of the fair organization. To his mind, the fair will be exhibition, advertisment and production ground (area) of Omsk agriculture complex. It meets region's marketing strategy and causes its economy production efficiency increase. In the end, the region and every inhabitant of our agriculture will gain from it.
